The Finance and Budget Committee of the National Assembly is getting set to go through the bill that will lay the eligibility criteria for being a tax consultant in Cameroon.

She revealed that the Minister of Finance will justify the mandates of the bill in the Finance and Budget Committee.

Offering an explanation for the requirement of such a bill, the government stated that the bill had been tabled so as to ensure that the national and community laws were in sync with each other.

The bill would also be acting as an amendment for the law of 16 July 1999 with the objective of explaining and setting up the organization and stipulations to be adhered to while practicing as a tax consultant.

The Council of Ministers of the Central African Economic Union (UEAC) at the December 11, 2009 session, had decided to do necessary amendments to the stipulations that concern the Tax Consultancy profession on the basis of recommendations provided by the Central African Economic and Monetary Community (CEMAC).

The new bill will include all the recommendations made by the CEMAC instrument, in order to further enhance the present clauses.

The bill when sanctioned will aid Cameroon to not just keep up to its promises towards CEMAC, but would also make it simpler for the next generation to find out what qualifications and skills they would need to acquire in order to be eligible to practice as a tax consultant in Cameroon.

The new set of amendments are essentially directed towards making the definition and the tasks to be undertaken in tax consultancy more clear while also making it visibly different from the role of an accountant which are usually treated in a similar manner.

The bill is also working towards the betterment of the business climate in the country, by synergizing with experts in law while also responding favorably to government measures to enhance fiscal responsibility.

The bill consists of 101 sections, which have been divided into five sections in all.

The Constitutional Laws Committee yesterday conducted a detailed review of the bill which essentially pertains to the accounting profession and the operations of the National Association of the Professionally Qualified Accountants of Cameroon (ONECCA).

The Minister Delegate at the Ministry of Finance, Pierre Titti justified the bill under the auspices of the Minister Delegate at the Presidency in charge of Relations with the Assemblies, Gregoire Owona.

The Constitutional Laws Committee had been responsible for undertaking a detailed review of the bill. This was after the report was submitted by the Finance and Budget Committee that went through the bill last Friday.

The bill essentially consists of 91 sections, which have been divided into three parts, and aims at improving the scope of Cameroon’s accounting legislation by amending the shortcomings of the earlier laws which are slowly losing their relevance.

The acceptance of the bill is anticipated to create a major change in State revenue collection since it will incorporate the payment of certain equitable taxes, get together more reliable national statistics and deploy the necessary funding for the national economy.
