In a major speech on counterterrorism, President Obama will outline for the first time the legal guidelines surrounding the use of armed drones both in defined war zones and outside of them, including higher standards for setting targets and in protecting against civilian deaths, according to an advance copy of his speech.

The Obama administration Wednesday for the first time acknowledged killing four U.S. citizens in “counterterrorism operations” abroad.

The deaths of three of the Americans — Anwar al-Awlaki, his 16-year-old son Abd al-Rahman Anwar al-Awlaki, and Samir Khan, all of whom were killed in drone strikes in Yemen in 2011 — had been previously reported. The death of the fourth, Jude Kennan Mohammad, a Florida native apparently killed in Pakistan, had not been.

US President Barack Obama to inspect tornado damage in Oklahoma

President Obama will visit the Oklahoma City area on Sunday to inspect damage by the tornado, the White House announced. Press secretary Jay Carney said Obama will meet with families displaced by the violent storm that has left two dozen dead and flattened homes and a school, and he will thank emergency workers who responded to the destruction. Carney said Obama has instructed federal agencies to “provide all available resources” to support the efforts of state officials.

Lois G. Lerner, the official who revealed that the IRS improperly targeted conservative groups, broke her silence Wednesday before the House Oversight and Government Reform Committee, insisting she did nothing wrong, but declining to answer the panel’s questions. “I have not done anything wrong,” Lerner said in an opening statement. “I have not broken any laws, I have not violated any IRS rules or regulations and I have not provided false information to this or any other congressional committee. And while I would very much like to answer the committee’s questions today, I have been advised by my counsel not to.”

At least 51 die after tornado carves path across Oklahoma, USA

The Oklahoma state medical examiner’s office said Monday evening that 51 people had so far been confirmed killed in the tornado that tore through the city of Moore.

The monstrous tornado at least a half-mile wide roared through the Oklahoma City suburbs, flattening entire neighborhoods with winds up to 200 mph.

The Associated Press is reporting that 37 people were killed Monday in the tornado that tore through Moore, Okla., citing the state medical examiner’s office.

The death toll is expected to rise.

The FBI is launching a criminal inquiry into allegations that IRS

officials targeted conservative groups seeking tax-exempt status for

special scrutiny, Attorney General Eric Holder said Tuesday.

“The FBI is coordinating with the Justice Department to see if any

laws were broken in connection with those matters related to the IRS,”

Holder said. “We are examining the facts to see if there were criminal

violations.”

The IRS on Friday disclosed that officials had selected groups with

the names “tea party” and “patriot” that had applied for tax exempt

status for additional review. The IRS said the actions were wrong and

apologized.

An American diplomat has been detained by Russian security officials, who accused him of trying to recruit a Russian officer to work as a U.S. agent, Russian news services reported.

Internal Revenue Service officials in Washington and at least two other offices were involved in the targeting of conservative groups seeking tax-exempt status, making clear the effort reached well beyond the branch in Cincinnati that was initially blamed, according to documents obtained by The Washington Post.

IRS officials at the agency’s Washington headquarters sent queries to conservative groups asking about their donors and other aspects of their operations, while officials in the El Monte and Laguna Niguel offices in California sent similar questionnaires to tea party-affiliated groups.

Malabo, Equatorial Guinea – The electoral campaigning began on Friday with the vitality of nation that is growing by leaps and bounds. The general elections for the House of Representatives, the Senate and Municipal Councilors will bring Equatorial Guineans to the polls on May 26 in record numbers.

With hallmarks of a statesman and visionary, His Excellency, President Obiang Nguema Mbasogo addressed the nation this week and said, “I appeal to our countrymen that during the campaign there be civility, patriotism, citizenship, and responsibility”.

“Properly understood, we hope that this Electoral Campaign is a noble political game that does not support fighting against opponents, but rather a campaign that allows for the competition of ideas and aids to facilitate the consideration of the People of Equatorial Guinea in proselytizing, for a genuine democratic process that provides to our country a clean and transparent image, that is, it should not raise rivalries, hatred or offenses which violate the individual and collective rights”, the President added.

Leading up to the start of the election campaigning, the President continues to meet with an array of stakeholders throughout the country. One of those was The Honorable Mark L. Asquino, US Ambassador to Equatorial Guinea. In public comments, the Ambassador said, ”I have had the opportunity to speak with President Obiang Nguema Mbasogo about the general elections that are coming up, which offer an opportunity to Equatorial Guinea to show that it is committed to democratic development, for which reason it is a very important date for the history of the country”.

Across the pond (America), the electoral campaign underway is capturing the Diaspora attention and admiration. “Equatorial Guinea is emerging as the shining light of Africa for democracy, development and human rights”, said Victor Mooney of New York City based South African Arts International.
